Position Summary
The Director, Business office, shall be directly responsible to the VP Operations and Finance/Chief Financial Officer for the following major areas of responsibility: overseeing the computerized accounting systems and procedures, directing the District accounting staff, preparing and monitoring internal financial statements, coordinating with external auditors for the District-wide audit and other agency audits, reporting fiscal results to the appropriate state and other agencies, and related work as required.

Compensation
This is a full-time Exempt/Managerial (100%, 246 days/year) position in the Business Office department. Starting compensation will be based on Grade K of the 22-23 salary schedule (Download PDF reader), in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook (Download PDF reader). Consideration will be given to related experience and educational achievement. Exempt positions are renewed on an annual basis at the discretion of the College President.

Requirements
Minimum Qualifications
• Education – A Bachelor’s Degree in Accounting, or an equivalent combination of education and related experience which meet the foregoing description of responsibilities, is required

•Experience – Five years’ of progressively responsible public sector accounting experience with in-depth knowledge of budgeting, CAFR, audits, Government Standard Finance Board Opinions.

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).
Preferred Qualifications
• Financial management experience in a supervisory capacity and experience in an educational institution are preferred. A Certified Public Accountant (CPA) or Certified Public Finance Officer license is desirable.
Essential Knowledge, Skills, & Abilities (Core Competencies)
• Knowledge – Organization, composition, and administration of principles of an adult learning establishment; generally accepted accounting principles; fund accounting; Oregon Local Budget Law; federal grants management; government auditing standards; Oregon Administrative Rules; OMB Circulars A-133 and A-2; in depth knowledge of Accounts Payable, Accounts Receivable, and Collections; adept with Microsoft office products, 10-key calculators, and ADP; College policies and procedures; applicable legal requirements, policies, and procedures; and personnel management concepts and practices to include collective bargaining.
• Skills – Accounting and financial practices; organizational and supervisory skills; project management skills; decisiveness; strong verbal and written communication skills; listening skills; effective conflict-resolution and problem-solving skills; collaborative leadership and supervisory skills; planning and organizational skills; computer skills, preferably in Microsoft Office Suite® products; and math skills.
• Abilities – Understand, apply, and demonstrate the College’s core leadership competencies. Perform detailed work involving written and numerical data; make arithmetical calculations rapidly and accurately; analyze data, think creatively, make decisions, and prioritize; manage multiple projects effectively and efficiently; proactively problem solve; plan, supervise, train, and develop staff; collaborate and communicate effectively and respectfully with staff, management team, client colleges, faculty, and the public; work effectively and collaboratively as a member of various management teams, councils, and committees; cope effectively with conflict; operate a 10-key calculator, computer, and other office equipment. Physical ability to perform the essential job functions. Pass a criminal background check.

• This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.
Physical Demands
• Manual dexterity and coordination are required for over half of the daily work period (about 50% to 75%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials, 5 lbs. or less daily and 5-25 lbs. occasionally. This position requires both verbal and written communication abilities.
Working Conditions
• While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.
