Overview of Position:
Under the supervision of the Chief Financial Officer, this position serves as a member of the Payroll & Benefits team carrying out professional level payroll and benefit functions, related to processing payroll and health insurance for staff. This position is expected to exercise independent judgment, develop solutions and/or recommendations, and under direction, make decisions relating to specialized subject matters.

Specific Responsibilities*:
The position of Payroll & Benefit Specialist processes the District’s payroll and benefits, including preparation of paychecks, direct deposits, payroll liability payments, and required quarterly and annual reports under minimum supervision. This position assures the accuracy and compliance of reports/time sheets/spreadsheets, program and fund distribution; and in providing Federal, State and District personnel with requested information. This position is responsible for administering assigned payroll and benefit accounts.

Duties Include:

Payroll:
Establish payroll records for district employees; assuring accurate documentation, wage entry, benefit eligibility, deductions, union dues, assigned schedule, budget codes, leave accruals, calculate Worker Comp deductions, and other payroll related provisions.
Coordinate with Human Resources regarding new employees to address any questions concerning compensation, benefits, effective dates, etc.
Process cyclical payrolls to include monitoring automated payroll entries, verifying/entering/auditing timekeeping data, personnel action notices to determine employee status, and verify payroll computations. Process related accounting transactions.
Enter, track, update and pay garnishments.
Export, audit leave and time worked from Absence Management.
Enter and maintain data in the district payroll and accounting system assuring accuracy and reliability of data. Extract data and reports from the system in response to management and budget needs. Utilize office technology such as spreadsheets in presenting and analyzing data.
Provide employment verifications to such sources as federal and state government agencies, bank and mortgage companies.
Receive, research, and respond to employee and supervisory inquiries. Advise supervisors on procedures, timelines, and reporting requirements as they relate to payroll and benefit practices.
Research payroll discrepancies, calculate and adjust pay and leave when necessary.
Monitor payroll and leave reports, coordinate with supervisor and human resources office if potential discrepancies are noted. Determine and implement resolution if employee over/under payment is identified.
Maintain current knowledge of payroll/accounting system, bargaining agreements, contracts, payroll related laws and regulations and district personnel and payroll policies.

Benefits:
Develop employee benefit procedures.
Oversee the maintenance of employee benefit records through the on-line data system. Update system with renewal information (plan overviews, rate sheets, deductions, etc.)
Respond to employee inquiries on benefit information and eligibility. Refer employee to appropriate office.
Reconcile monthly retirement report and provide employee salary verification to the state retirement system. (PERS)
Coordinate training of district office and school based personnel on employee benefit information.
Set up employee benefit records in the system and perform the necessary calculations.
Monitor benefit enrollment updates to the system as required.
Update benefit and TSA deductions for payroll.
Reconcile and pay payroll liabilities.
Track COBRA enrollment, payments and renewal letters.
Maintain up to date knowledge of benefit compliance and learn all aspects of basic payroll.
Performs other related work as required for the Business Office.

*Responsibilities are distributed between the Payroll & Benefit Team Members.

Minimum Qualifications:
Successful experience in working with culturally diverse staff and a commitment to strengthening the engagement of a diverse staff community and skill in communicating with diverse populations.
Associate’s degree in human resources, business, accounting, or related field with four (4) years of substantive and progressive responsible payroll and benefits accounting experience in a complex environment (e.g., multiple work groups, management/salaried/hourly employees, unionized workers, etc.), OR
Bachelor’s degree in human resources, business, accounting, or related field with one (1) year of payroll and benefits accounting experience in a complex environment (e.g., multiple work groups, management/salaried/hourly employees, unionized workers, etc.).

Desired Qualifications:
Master Degree in human resources, business, accounting, or related field, or CPA
Experience in Absence Management
Experience in Infinite Visions Software
Experience in a K-12 education setting
